Reference: BICC Rule 12.00 - Clarification of Interpretation

Following enquiries received on the interpretation of certain aspects of the above ruling as passed at the BDO AGM the following has been drafted as a means of addressing the concerns as expressed

RULE 12.00 – PLAYING COLOURS, PLAYING ATTIRE, COUNTY UNIFORM

Question 1. CLARIFICATION OF SUB SECTION 12.03 – FOOTWEAR

Current Rule Reads:

12.03 FOOTWEAR

a) For men and women players all footwear shall be black

b) Footwear shall conform to shoes, trainers, ankle and knee length boots only

c) The wearing of footwear manufactured in ‘flip flop’ or ‘sandal’ style will not be permitted

The requests for clarification have arisen from how to define the word ‘BLACK’ which has prompted a suggested revised submission as follows:

12.03 FOOTWEAR

a) For men and women players all parts of footwear as worn and visible must be entirely black in colour i.e.:

? All parts that comprise the footwear ‘uppers’ shall be entirely black in colour

? The edges of the ‘outsole’ and ‘heel’ shall be entirely black in colour

? If applicable laces, eyelets and any other parts of the footwear shall be entirely black in colour

b) Footwear shall comprise only of shoes, trainers, ankle and knee length boots

c) The wearing of footwear manufactured in ‘flip flop’ or ‘sandal’ style will not be permitted

Question 2. IMPOSITION OF PENALTIES FOR ABUSE OF RULE 12.00

Concern has been rightly expressed that there is no provision of enforcement within the Rule that would lead to the imposition of penalties for infringement

It is therefore suggested that the following be implemented as an interim measure of dealing with the matter until due process of proposal and debate is implemented at the 2014 BDO AGM

The Suggested addition of Clauses is as follows:

12.09 PENALTIES

a) In any instance where a County gives sanction to any of its players to participate in a BICC Fixture whilst improperly attired [ i.e. whilst in breach of any rules appertaining to County Attire] then that County shall:

? Forfeit any points won in that match

? Incur an imposition of 3 x Penalty points to be deducted from the Total Points Table

12.10 REPORTING AN INFRINGEMENT OF RULE 12.00

a) It shall be the responsibility of the respective Host County Organisers to submit a written report on any infringement concerning playing attire

b) This report must be sent to the respective BDO Divisional Director as an electronic mail accompaniment to the Darts for Windows Match file for that respective match

c) The report must be accompanied by a photograph of the offending article of attire

d) The respective Divisional Directors decision on any infringement shall be final and binding

It is hoped that the foregoing helps to answer all questions and clarifies the rulings but please advise of any further queries in order that they can be addressed accordingly
